In the first 100 years of the Heian era (794-1185), temples gained power and lands under government protection. But since about the 8th century, the Emperor's power began to shift to Bushi (Samurai). The central governance system was got weak, and the temples had to protect their lands and property.
It was the beginning of the Monk Warriors.
